Penelope "Penny" Webb Mcmullen

Penelope "Penny" Webb McMullen, beloved mother, grandmother, and friend, passed away peacefully on September 19, 2025, at Magnolia Senior Living in Sugar Hill, Georgia, at the age of 87.

Born in Birmingham, Alabama in 1938, Penny was the only child of Edmund Jackson Webb and Ruth Raiford Webb. She was raised in Savannah, Georgia, where she attended Savannah High School and later studied at the University of Georgia, becoming a proud member of the Kappa Delta sorority, and a life-long and passionate Bulldogs fan.

From a young age, Penny had a passion for the performing arts. She studied dance extensively, performing on stage and on television, and went on to teach dance throughout the Savannah area. A gifted pianist and model for local department stores, Penny expressed her creativity, elegance, and poise in many ways and left a lasting impression wherever she went.

After several years of college, she married Armand D. Wells Jr. from Savannah, GA and relocated to Atlanta, where she devoted herself to raising their two children. Penny was active in the community, including serving with the Northside Junior Women's Club. She was especially proud of her volunteer work at the Georgia Governor's Mansion, where she gave tours during Governor Jimmy Carter's administration.

Penny later embarked on a successful career in travel, eventually co-founding her own travel agency with her second husband, Charles H. McMullen. In her later years, she worked as an office manager for a sports apparel company and lent her administrative skills part-time at her residence in Decatur, Georgia.

Penny was immensely proud of her family. She was preceded in death by her husband, Charles Harvey "Cotton" McMullen, and his daughters Suzanne Storm and Kay Scott. She is survived by her daughter, Lisa Smith, and son-in-law David Smith of Savannah, GA; and her son, Armand D.  Wells III, and daughter-in-law Amanda Wells of Lawrenceville, GA. She was a devoted and loving grandmother to her grandchildren: Ansley and Cameron Smith, Adison and Cooper Wells, and Nicholas Spraggins.

Penny's grace, warmth, and love for life touched all who knew her. She will be dearly missed by her extended family and many friends.

In honor of her compassionate spirit, Penny requested that donations be made to St. Jude Children's Research Hospital in Atlanta in her name.

A private memorial service will be held by the family at a later date.
